No. Fingerprint submissions are routed to whichever agency your application names. Kansas boards receive submissions captured here routinely, and for most of Overland Park the drive is shorter than crossing Johnson County.
The Kansas Bureau of Investigation holds the state criminal history record. A KBI check covers Kansas records specifically, as opposed to the FBI check which covers the federal record. Many Kansas boards want both.
