The Two Routes
Electronic Submission or a Physical Card
Out of state applications resolve to one of two answers, and the receiving agency decides which:
Electronic submission. Some states accept an electronic transmission from an out of state provider, routed under the ORI number the agency gives you. Florida FDLE is the clearest example, which is why it has its own page.
FD-258 cards by mail. Most out of state boards cannot receive a Kansas electronic submission, so they ask for physical FD-258 cards mailed in with your packet. We roll the cards, quality check them and hand them over with an envelope and printed mailing labels.
If your instruction letter does not make it obvious which one applies, bring it in or read it to us over the phone. Guessing wrong here costs a full set of prints and several weeks.
